Baby Passport Photos at Home: Easier Than You Think

Most parents dread this. The good news, which surprisingly few people know, is that the official rules are relaxed for infants. The US State Department accepts photos of babies whose eyes are not entirely open, lying down shots are officially fine, and the UK waives the neutral expression and direct gaze rules for children under one. You do not need a magically cooperative baby. You need one usable frame, and a tool that fixes everything else.

What officials actually accept for babies

Method 1: the white sheet, for babies under about 6 months

Lay a plain white or off-white sheet on the floor or bed near a window, pull it as flat as you can, and lay the baby on their back. Stand directly above, hold the phone parallel to the baby's face, and shoot. Do it right after a nap and a feed, use burst mode, and take many frames; you only need one where the face is visible and roughly toward the camera. Do not worry if the baby lies at an angle across the sheet. A crooked shot is completely fixable in software.

Method 2: the car seat, for sitters around 6 to 12 months

Drape a white sheet over the car seat, sit the baby in it, and photograph from the front at the baby's eye level. This is the setup the US State Department itself suggests. A second person standing behind the camera with a toy or a funny noise buys you the half second of forward gaze you need.

What ruins baby photos, and what fixes them

The most common rejection cause is not the baby at all. It is the background: wrinkles and shadows on the sheet that make it look grey and uneven, especially when shot from above with the parent's shadow falling across it. The second is visible hands supporting the baby's head. The third is the photo being crooked, because babies do not align themselves with bedsheets.

Common questions

Do the eyes have to be open? For infants, not fully. For toddlers and older children, yes.

Can I hold the baby? You may support them, but nothing of you can be visible. The car seat method exists precisely to avoid this.

Pacifier? No. This is the sad, non-negotiable one.

How recent must the photo be? Usually within six months, and yes, that means a newborn photo is fine for a newborn's passport even though they will look different in a year. Infant passports are expected to outgrow their photos.
